Why so surprised! It's an all too common occurrence. A guarding contract comes up for renewal and the incumbent is surprised and even shocked to hear that their client isn't happy with the contractor's performance.
Regardless of the reason for the dissatisfaction be it poor training, high turnover, lack of quality control or professionalism just to mention some of the more common ones; it shouldn't be a surprise to the client or the incumbent contractor!
